027 Standard fuel consumption and adjustment factors in Russia of the Ministry of Russia rules

Standard fuel consumption and adjustment factors in Russia

In Russia fuel consumption is calculated based on the rules set by the transportation ministry. A standard fuel consumption is set for each car. Here is a short example.

    List of relevant adjustment factors for standard fule consumption in Russia by the Ministry of Transport

    Winter

    The winter period is defined in an appendix of the instructions of the transportation ministry. For each region the winter period is defined with a certain maximum percentage.

    For Moscow e.g. the winter is defined as first November to 1 March, five month long and the maximum addition is 10%.

    Standard fuel consumption adjustment in Russia for Elevation

    There is an adjustment factor also for the elevation that car drives at.

  • from 300 to 800 m – 5%;
  • from 801 to 2000 m – up to 10%;
  • from 2001 to 3000 m – up to 15%;
  • over 3000 m – up to 20%.

    There is also an adjustment factor for where the car is driving. A difference between cities of different sizes and rual roads.

  • more than 5 million people – 35%
  • from 1 to 5 million people – 25%
  • from 250 thousand to 1 million people – up to 15%
  • from 100 to 250 thousand persons – 10%
  • up to 100 thousand people (in the presence of controlled intersections, traffic lights and other road signs.) – up to 5%
  • Age or KM of car how they impact the standard fuel consumption in Russia as set by the Ministry of Transport

    For vehicles in use for more than five years or a total mileage of more than 100 thousand kilometers – up to 5%.; more than eight years of age or with a total mileage of more than 150 thous. km – up to 10%.

    Extreme weather and impact on standard fuel consumption in Russia

    When operating in extreme weather and difficult road conditions during the period of seasonal thaw, snow or sand drifts, heavy snowfall and black ice, floods, forest fires and other natural disasters to the roads I, II and III of the categories – up to 35% for road IV and V categories – up to 50%.

    Air conditioning system usage and impact on standard fuel consumption as defined by the Ministry of Transport in Russia

    When using the installation “climate control” (regardless of the season) when driving a car – up to 7%.
    When using the air conditioner while driving – up to 7% (the use of this factor, together with the winter allowance, depending on the climatic regions are not allowed).

    All the factors are defined as maximum adjustment. Thus comes the question if e.g. in December, a winter month it is plus degrees outside what to do. It is unclear if to count it still as winter month or not. And if so if it is a maximum percentage, maybe use e.g. only half the percentage range given.

    And then when e.g. driving through a city on a longer trip, is it really serious to document these kilometer seperatly. With a higer factor?
