In Russia fuel consumption is calculated based on the rules set by the transportation ministry. A standard fuel consumption is set for each car. Here is a short example.

Winter
The winter period is defined in an appendix of the instructions of the transportation ministry. For each region the winter period is defined with a certain maximum percentage.
For Moscow e.g. the winter is defined as first November to 1 March, five month long and the maximum addition is 10%.

For vehicles in use for more than five years or a total mileage of more than 100 thousand kilometers – up to 5%.; more than eight years of age or with a total mileage of more than 150 thous. km – up to 10%.
Extreme weather and impact on standard fuel consumption in Russia
When operating in extreme weather and difficult road conditions during the period of seasonal thaw, snow or sand drifts, heavy snowfall and black ice, floods, forest fires and other natural disasters to the roads I, II and III of the categories – up to 35% for road IV and V categories – up to 50%.

All the factors are defined as maximum adjustment. Thus comes the question if e.g. in December, a winter month it is plus degrees outside what to do. It is unclear if to count it still as winter month or not. And if so if it is a maximum percentage, maybe use e.g. only half the percentage range given.
And then when e.g. driving through a city on a longer trip, is it really serious to document these kilometer seperatly. With a higer factor?
